This may be the first time I agree with Wayne Baldwin insofar as the proposed uptown community hub is unnecessary and a disaster waiting to happen. His memory, however, is murky at best.
In addition to the above-ground town-square, his council’s plan for the contaminated Imperial Oil site included an underground parkade.
The expropriation happened without any due diligence on the viability of the plan. Not only was the site and neighbouring properties contaminated, a report presented at one of his council’s last sessions showed the site to be too small for a parkade of any depth. Under Baldwin’s stewardship, the City of White Rock purchased a white elephant and entangled the City in litigation with Imperial Oil.
