The floating dock on Finlayson has reached the point where it needs replacing, with Sicamous council having awarded the contract to a local company that came in at half the price of the only other quote.
At the June 12 meeting, operations manager Darrell Symbaluk brought a report to council with quotes from Blue Water Systems from Delta at $118,596.90, and Riverside Docks (Olde Manufacturing) significantly less with $58,550. A third bid had also been received but was non-compliant.
Due to the Freedom of Information and Protection of Privacy Act, the district can't disclose unit pricing that could explain the discrepancy.
The dock was initially identified as needing replacement in a 2020 Beach Park Hazard Assessment, and has since required numerous repairs that are becoming increasingly challenging due to the amount of rot throughout the frame. It's also had to be closed to the public during some of the repairs, which is becoming inconvenient.
In March and April, Symbaluk got some quotes for the required work but those were over the amount for direct award and a Request for Proposals was then issued and closed on June 7, leaving a tight timeline for approval.
"We're sorry to bring this as a late item, but we want to get it processed and going so we can get it installed in July," he said, adding "we've got a good local bid."
The project will include the removal, disposal and replacement of four sections of 20-by-8 foot docking, including framing, floats and decking. The existing pilings will remain, however, as they're still sufficient for the new dock to be attached to.
