The City of Kelowna has shared its 2024 Annual Report, which explains how the city is managing its fast growth, providing services, and preparing for the future.
The report highlights the city’s work over the past year in areas like public safety, infrastructure, housing, and managing finances. It also includes financial details, performance results, and comparisons with other cities.
“As one of the fastest-growing cities in Canada, we are working hard to keep up with change while continuing to deliver good services and sound financial management,” said Mayor Tom Dyas. “Our work in improving community safety, building important projects, and staying financially responsible helps make Kelowna a better place to live, work, and invest.”
City Manager Doug Gilchrist said the city remains focused on providing good value for residents.
“These priorities help us stay efficient and ensure residents get great value for their tax dollars,” he said.
Kelowna has won the Canadian Award for Financial Reporting every year since 2002 for its clear and accessible public reporting.
The report also includes information on salaries and expenses for council and staff:

- Coun. Luke Stack: $49,002 in remuneration; $4,048 in expenses
- Coun. Gord Lovegrove: $47,973 in remuneration; $5,025 in expenses
- Coun. Mohini Singh: $47,973 in remuneration; $169 in expenses
- Coun. Rick Webber: $47,967 in remuneration; $225 in expenses
- Coun. Charlie Hodge: $47,967 in remuneration; $1,374 in expenses
- Coun. Maxine DeHart: $47,866 in remuneration; $8,520 in expenses
- Coun. Ron Cannan: $44,735 in remuneration; $5,884 in expenses
- Coun. Loyal Wooldridge: $45,129 in remuneration; $1,766 in expenses

- Doug Gilchrist, City Manager: $362,138 in remuneration; $21,624 in expenses
- Sam Samaddar, Airport CEO: $253,409 in remuneration; $42,392 in expenses
- Mac Logan, GM, Infrastructure: $243,053 in remuneration; $8,917 in expenses
- Ryan Smith, Divisional Director, Planning & Development: $234,621 in remuneration; $5,728 in expenses
- Stu Leatherdale, GM, People & Protective Services: $233,965 in remuneration; $4,080 in expenses
